All within a week. He has no clue how infrastructure and logistics work and how fragile they are in this country or how long it would take to set up an entire power grid and farming sector. Especially when an entire group of people are shooting guns and throwing bombs at you and you don't have access to power or raw materials. It's kinda hard to rebuild society from the ground up and build an army of killbots when you have no water, power, materials, and artillery raining down on you every few minutes. In pop culture, yes, you can do all that because the plot demands it but in reality it's impossible.
