Cartoon Network tried to do some damage control on this by stating that the writer on which the character is based upon (and also has his voice), did not in fact created him, it was the idea of another writter and producer.
But that doesn't change the fact that it is creepy as fuck to have a character modeled after a grown man having a romantic relationship to a elementary school girl, regardless of whose idea was to do it. Even if in the rebbot they put the girls on high school... but didn't change their age. Also, the writter on which the character is based upon was known for saying that he had a crush on Blossom on twitter.
This is just one of the most well known blunders to this show, who was riddled with poor production, animation mistakes, baffling horrible stories and no adults to say "NO!".
The Power Puff girls reboot is the culmination of what the CN has turned into because of the new generation of animators that came from the social media era, which the most impressive thing about them is how sheltered and oblivious they are about public perception of their weird kinks.
