Both AOC and Bob are reading the Daily Fail's tweet as if the "as" is an opposing qualifier; to wit, that (AOC/Bob reads it as saying) Porta-ricans don't get the same access to benefits that American Citizens do. But that's not what the tweet actually says, at least the way I read it (and I'm pretty sure I'm right).
What I think it's actually saying, is that the Supreme Court rejected Porta-ricans from getting equal access to SSDI "benefits" even though they're American Citizens.
