At this point it really is either he knows what he's be advocating for or he thinks "good intentions" somehow makes it different.
I think he knows full well what he's advocating for. He just justifies it in his mind by blaming the people he wants to harm as the reason why his "superior future" hasn't come true. It's the same excuse that every mass killing group throughout history has used before going on a genocidal campaign:
"This segment in our population of people is a burden and is holding us back from having our perfect society. Therefore, they must be disposed of in order for our society to be what we want it to be."
Bob isn't any different from the Nazi's or any other dictator or genocidal group. The only thing that's different is that Bob's too much of a simpering man-child for him to actually obtain any real power in life.
