I don't know where that particular number comes from off the top of my head but there's a meme floating around because of data showing that not everyone who could vote did. They extend this into meaning Drumpf would've lost in a landslide had those people showed up despite, as Bob likes pointing out, most of those people were in states that already went to Hillary. It still means they had to have appealed to "the wasteland ghouls" rather than calling them subhuman and expecting them to both show up and vote for them.

So it's really just messing around with numbers so they can pretend right-wing voters are only 3 dudes in rural Iowa and if it wasn't for the electoral college, we'd be living in eternal Democrat paradise.
