Autism doesn't relieve you of personal responsibility, though. It's an explanation, not an excuse. Autistic people still can make choices. Most mentally ill people can still make choices. Mentally exceptional people can still make choices. Bob is what happens when you are autistic
and you make the wrong choices.
The reasons I think Bob is autistic are:
1) His total and catastrophic social ineptitude, including no sign that he's ever had sex, or even been close to having sex, in his entire life. No friends besides close relatives. Social dysfunction is of course the biggest sign of autism.
2) Autistic "honesty" in that he vents things that normal people would be too ashamed of, because he can't even comprehend that other people would look down on it. Then when it happens he can't even understand why, and is too stubborn to change it even after he should know better. Reminds me of CWC this way.
3) He lies, repeatedly, to try to make himself look better and it doesn't work, because he doesn't understand other people well enough to know what he should be saying. Like an autist, he has no ability to put himself in the mindset of his observers for even one moment to see whether they'll believe what he's trying to convince them of. Most narcissists are at least competent liars, because they care very much about what other people think, but not Bob. Reminds me of Andrew Dobson.
4) He's a total manchild because he has the autistic obsessiveness and inability to cope with change. Mario was the best thing ever when he was a kid, therefore Mario is the best thing ever now. Likewise he never matured politically beyond the typical Massachusetts blue zombie.
5) Autistic lack of empathy manifesting in an inability to understand why other peoples' lives have value, or even why other people would think that.
6) He is a creature of habit, which is why he hasn't updated his awful method of making videos in years. Very autistic.
7) Irritability and anger is very characteristic of autism, as is the complete inability to let anything go. Which is why he has grudges against people in high school over two decades later, and he wasn't even physically abused!

Extremely rigid, black and white worldview is also characteristic of autism.
9) "Special needs" niece who needs some sort of therapy; autism is heritable, and autism in a close relative makes it more likely that he is actually autistic.
10) Intensely selfish as evidenced in former Randroid phase, something common to poorly-raised autists. Libertarianism in particular is appealing to such people (speaking from what I've seen personally here).
Any of these things individually could be ignored, or explained by something else, like low IQ, or sociopathy, or whatever. But all together strongly point to autism. I'm not referring to formal diagnostic criteria here, but it all just so strongly resembles so many other maladapted autistic people that I've seen on Kiwi Farms (or known in real life).
