He hypothetically would (or should) get prioritized due to being in a high risk group (obese, diabetic) although in reality the first prioritization for vaccines so far has, I believe, been medical personnel.

As to why Bob thinks he's going to get it - he isn't thinking in terms of the logistics or who should be prioritized. He's just thinking "the science people made the vaccine, I should be able to get it right now!" As if real life is Plague, Inc. and as soon as a vaccine/cure is developed everyone who hasn't gotten infected automatically receives a vaccine and gets immunity.
