Bob, like most edgy douchenozzles, has probably read The Prince by Niccolo Machiavelli. If you read that (and no other historical documents from that time), it's easy to think that most rulers of the Italian city-states were bloodthirsty tyrants. Machiavelli wrote that short book for exactly one "princeling" (Lorenzo de Medici, Duke of Urbino), and he only wrote it after witnessing the nations of Europe (each of which, to his young eyes, were united, and not divided into city-states like Italy.) The whole point of the book is to urge Lorenzo to take Italy and make it great again by following the advice Machiavelli laid out.

Bob is also a dyed-in-the-wool, fedora-tipping atheist who subscribes to the belief that the Catholic Church suppressed knowledge for the centuries following the fall of the Roman Empire, so I wouldn't be surprised if he thought the great patrons of the arts were secular in nature, and not the Church.

In short: I think what Bob is trying to say is that Machiavellian princes got rich pillaging each other and the lands around them, and then used that money to commission the Renaissance art we love today. He says this because his brain is smoother than polished marble and he's never had a serious thought in his life.

It might be a matter of footnotes and useful annotation. My edition has pretty extensive footnotes about the historical figures involved, and it helps give a lot of context to Machiavelli's advice (which is as a rule practical if cynical.
