Well DHS and the Philly PD have both been concerned enough to take action against him before. If he's lucky they decided back then that he's all mouth and no trousers and aren't going to do anything, but there's no guarantee of anything. Plus remember the number of mass-killers/terrorists who were "on the radar" of the glowing ones and allowed to commit atrocities regardless.
Roy's never expressed any interest in firearms as far as I know, but it doesn't take much preparation to deploy the Truck of Peace. But on balance I suspect the most dangerous thing Roy can do is expose people to his personality.
It's something I've noticed in an acquaintance of mine who was a raging narcissist and went into psychosis. They think they're too smart/awesome to be crazy, even though on a deep level they know they are, so they appeal to authority - "You're not a psychiatrist, you don't have the qualifications to diagnose me as psychotic!" This is someone who thought the Knights Templar were hacking into their phone to steal their wizard powers. I asked them if they saw smoke and flames in their house and things started to get really hot, whether they would wait for the Fire Brigade to turn up before they decided whether the house was on fire, after all they're not a Fireman and are not professionally qualified to diagnose a house fire, or whether they would say "oh shit, my house is on fire" and do something about it right away. Sadly, that argument did not make them any smarter, but it sure made them angrier.

About three months ago, somebody decided to create a Roy Philipose subreddit, which can be found here. Discussion mostly centered around stuff already discussed in this thread, until user u/DaanoneNL decided to share some previously lost Roy Philipose media with the masses...
