https://en.wikipedia.org/wiki/Wikipedia:Sockpuppet_investigations/SPI/Guide_to_filing_cases tells how to do it. I used their search function, and there is no current case against Ryulong, but he has participated in a lot of other sockpuppet investigations to get other users benned.
