1) As cruel as it may sound, I sort of blame both the recent SJW political correctness movement and the sites policy to let anyone in. As the saying goes, too many cooks spoil the stew. I believe it started with 2721 and the pride flag. The SCP wikis pompous attitude and desire to be 'right' caused the moderators to lean over to the left. It's the same thing with Creepypasta- let in too many people and some will throw a wrench in the system. RPC is taking steps to combat it by having registration and permission required to join, but I don't think a site as huge as SCP would just ignore it.
2) Sadly, I don't think it will happen for a bit. Even if it does, the damage is done. The site is now know for flipping it's shit about a doorknob instead of stories, and that's how it's going to be for a while. I hope it would bounce back, but that doesn't seem to be on their agenda. And with a lot of the dissenters gone over to RPC, it looks like the SJW types have control over the site for the time being.
3) As much as I like to call people out, I honestly don't think it would do much good. They've already made their opinions on people like us clear, and you can't change radical opinions easily. I wasn't a respected member of the site to begin with, mostly due to the fact that I was new and nobody bothered to help out, so I don't think people would be inclined to listen.... It's sad but true.
