I would add a 500 characters (no spaces) minimum for replies in A&H. It'd remove most of the shitposts in favor of effortposting and it'd be pretty clear when someone tries to shit the thread by padding his post with asdfasdfasdf.

Additionally add a short timer between posts. Like after having posted once that day you need to wait 5 minutes, after your second 10 minutes, after the third 15 minutes etc etc.

These two rules would force people to a) think about what they post and b) calm down before they post. It wouldn't be a real limit, but crowd control in favor of effortposting instead of baboon-tier shitflinging.

Why can't people just use the report for unspoilered nsfw and illegal content? Why do users get so pissy and find the need to use that button for literally anything else?

One of the few redeeming features of the various SA spinoff sites I think most people could agree upon is that there were very, very few reports to mods, and they were almost always about illegal/technical shit. I could count the number of times I got posts reported to me on SS in my reign on one hand even if I was missing fingers due to a tragic farm machinery mishap.

This was probably in reaction to the "Mods? MODS?!" reeeeing culture of SA, but it was a good thing.

I think it should be outight stated that reporting a user for negrates is no bueno. The person who reports should get a warning via PM. The second time they should get temp banned from AT and their report posted in a Thread of Shame to mock. This should stop 90% of the stupid reports that clog up the mod queue.
