I've been thinking a bit about this. I have some ideas on how the nuclear option might be avoided.
A) Schizo-reactionarism needs to go. There's no value added to a community that can only say every mass shooting is a glow-op and it causes too much problems.
B) Informative Posters need to be valued. If you post links, videos, photos and extra info often, in my eyes you are more valuable that just text posters. If there's a dispute, the informative poster should be valued.
C) Use lower signal-to noise ration to measure success. I should be able to click the "next highlight" a couple of times to get valuable info.. If there is useless, and not informative posts in such a quantity that highlights don't work then the mods should act.
D) Choose someone who is ruthless for a determined amount of time.. I don't think the gradual approach will work. Either they comply and becoe informative and not-schizo rambling infighters or they are out. After a while of ruthlesness the comunity will be easier to handle and the mods can just cruise.

Last time I was in AH, people were just nodding their head and spewing memes about glowies for a whole page as if it means something. How!? For me to care, someone would have to post a list of previous
reasonably confirmed glowie incidents, or else post a very compelling infographic that's like one of those walls with the red string on it. Those are at least interesting.
I miss 2010, where if you met a hardcore conspiracy theorist online, most of them were well educated in their positions. If they didn't have original research where they felt like they connected another dot, they could at least summarize from 5 different sources they read about, to give you an interesting report.
Just surface level mentioning of "glowies" isn't content. It's either part of a meme addiction to where someone has the attention span of a 15 year old on tiktok and needs to go outside, or it's just a mental illness at this point.
I hate "memephrasers" in places like A&H... SO MUCH
"The industrial revolution and it's consequences" Stop pretending like you've read the entire unabomber manifesto. Your addiction to scrolling all day makes you a slave of technology.
"[do X] in minecraft" Why say "in minecraft" to be safe, when you could have just said nothing at all? No, not because I'm scared of feds, just annoyed because you added nothing to the discussion.
"lololol fedpost?" I hate all the reactions to "in minecraft" posts or all other politically extremist posts of a similar attitude. It feels like kids in 4th grade trying to say bad words louder and louder. Ban all immature limit-pushers, because they clearly have zero respect for the place in which they are posting.
