I wonder if people use Corel Photopaint nowadays? I have an old version of Corel Graphics (12), and it has a lot of cool things I have never seen anywhere as a default.Even if it's pirated, the price can be pretty affordable, though that depends on currency conversion, since it's the same flat price in JPY: I got mine back in 2009 for about $60, but today it goes for about $49-50.
Regardless, Paint Tool Sai is a pretty low bar for entry into digital art: more focused and intuitive towards drawing than, say, Photoshop (which was never intended to be a drawing program at the start, though Adobe has tried to cater to this audience in recent years, especially after they bought out the famous Kyle T. Webster brushes and made them free to CC subscribers); a much lighter memory foot print, and stupid simple to use. The fact it's also strictly Windows only makes it accessible to a large majority of people, too. And it's also what the 'cool uwu artists' use, so there's that peer pressure angle that makes some fledgling/would be artists believe that Sai will automatically make their art better. And it gives them something to laud over Mac users for once, as the developers have stated they will never make a Mac version for reasons they never disclosed.
On the other hand... when it goes on sale every couple of months, you can get Clip Studio Paint for $25. Which has a hell of a lot more stuff than Sai (including tons of free assets to download -incl. Sai knockoff brushes-, 3D modeling import capabilities, tools to create animations, etc), but at a far higher learning curve, especially if you're used to the simple af Sai interface. It's not as bad of a memory hog like Photoshop, but it can chug for really intensive pieces. Also, it's Windows and Mac compatible, so while some Mac-owning artists may gripe about not being able to use Sai, they don't realize they have something far better as a choice.
