As of now, he currently has a functional port for Mac OS X. However, he dared to note that he was going to be Claude to help him write portions of the decompilation:

Well the official PC port is ancient and a pain to get running on modern systems without finding an already cracked and modded up version of it to download. What would the point of decompiling a game where the apeal of porting it to pc was already done.
I could never get more than a couple levels into 3D Blast. It's not doing anything aggressively wrong per se, but it just doesn't feel fun to control and play. I hear the Director's Cut romhack which was made by the game's original programmer improves on it, but I don't know by how much.Hello. First time sonic enjoyer here. I love Sonic 1 MS and Sonic Chaos, but you're right. Speaking of the Game Gear games, anyone who hasn't already should try the fan remake of Triple Trouble. Easily on par with any of the Mega Drive titles.It's better than any of the Game Gear games.
