A lot of vpn ranges still work albeit. And there’s other software you can get to bypass having to post on your home ip.
But yeah that is his home ip based on it being verizon.

But guys correct me if im retarded but even if it's a residential IP if it's dynamic won't it just belong to whoever happened to have it when the email-ip leak linking them happened (2021 or whenever) and not the pedonigger in question?

I believe it came from them matching the ip with a databreach leading them to an email which lead them to an individual which resulted in them getting his address.
