I believe it means that the community watch thread has been focused more on becoming like the site they're trying to document. These threads in community watch are made to document happenings within the community and laugh at retards within that community. However, a plagued thread indicates that more people of that community have started taking to that thread and the focus of the thread has became derailed. Basically like how this thread became a thread about documenting happenings and now it's just a splinter at this point.
