It makes zero sense with even the slightest pass of consideration. It's as if everyone in Voyager just evaporated into thin air, probably because nobody writing for Seven ever watched the show, they just knew she was super popular and well loved and had their own crazy ideas about how to exaggerate all her 'feminist icon' qualities. It's amusing because there was much debate going into the end of Voyager and afterwards about how the EMH would be treated by the Federation because he's essentially a random medical hologram clone that wants to be treated exactly like an individual human - Seven not being accepted wasn't even considered, because that idea is so absurd that even Picard s1 didn't consider it.
