Bakula's acting in Enterprise was salvagable in universe. As "they have chosen poorly" when Archer was selected to be the new captain for NX-Enterprise.Scott Bakula in particular just wasn't fit for a character like Archer. At times, he came off as either a poor man's Captain Kirk or a poor man's Colonel O'Neill.
Excusable as the refit is literally the first one they've done. With the extra struts almost certainly there as redundancies. In real life the development of carriers, including CV-6 Enterprise, in hindsight had a lot of questionable initial design decisions. Which were later rectified in refits and later carrier classes like the Essex. The NX refit has some good ideas, but it feels very unnatural and messy. Double struts plus a neck section? The ship is a tangle of struts.
