He's the most idealistic, which makes him an excellent foil.The DS9 Section 31 episodes did far more - in a subtle and effective way - to illustrate that those guys weren't altogether nice chaps but for whom the ends often justified the means than the failed abortion that is that particular flavor of Kurtzman-Inspired-Dreck.
