It's still possible (quite likely, in fact) that adult sites are blocked for him. The Digital Economy Act 2017 requires ISPs to filter adult content for new customers on an opt-out basis (i.e, he would have to contact their customer service and ask it be turned on). What I suspect has happened is that someone from the council has helped him get onto the Internet, but hasn't told him (likely because he hasn't thought to ask) how to have the restrictions turned off.

The Online Safety Act this year also means that even if he ever did, another barrier is going to be placed in front of him in the form of being asked for ID. Not because I give him any credit for being privacy-conscious about handing his details over to a sketchy porn site - more that, again, I think he would lack the nous to figure out how to do it.

Of course, he could always just use a VPN to get around all of this in one step. But again, if he were smart enough to figure out how to use a VPN (or even know what one is), then he wouldn't be the Stevie D we know and love to begin with.
