It is really unlikely a small claims court could compel the strata to do anything. For most things in small claims court CANNOT compel action, only set restitution., plus there is a special tribunal set up for these disputes which is NOT small claims court, so this will most likely be dismissed. It is completely filed in the wrong venue.
Unfortunately, he's probably going to get between 1000-9000 from each party on the town of langley lawsuit, as the Judge did not disimss the case and it is cheaper to settle for less than 10G than go to trial, pay experts, witnesses, court appearances for motions/hearings etc so it is more cost effective for the municipality/agency.
ETA the reason he added more parties is because he knows this.
