The difference between cosmetic surgery and in-utero genetic modification for cosmetic purposes is huge. The first involves informed consent. The second is done to someone who has no say in the matter, and tampering with genes could cause a load of issues later on in life - we don't have enough data really.
I'm not talking about ethical grounds, I'm talking about people who are desperate enough for their daughter to marry into some well to do family that they modify their baby daughter to be a Pamela Anderson.
It is but when we reach the point in which Genetic modification is a reality some Central Asian, East Asian, or African, or someone else from either a strongly traditional family oriented culture or a poor region would be willing to pay top dollar if their child would look more attractive Western-wise as that is where all the money is, and they would do so even if it was illegal via Black Market means.
that you said as a huge amount of the World's population lives in non-Western, Tradtional, and extermely family oriented regions of the world and in those places there has been/is Child Marriages, Forced Marriages where they kidnapp people from other tribes and nations, and all sorts of stuff. Even Ghost Marriages where they kill women so that their child was married if they died, genetically modifying a fetus so that will become attractive would be a cake-walk for these people.
