The difference between cosmetic surgery and in-utero genetic modification for cosmetic purposes is huge. The first involves informed consent. The second is done to someone who has no say in the matter, and tampering with genes could cause a load of issues later on in life - we don't have enough data really.Considering the huge number of cosmetic surgeries to look more white that Asians like Koreans do, there's a good chance that people might do it anyway.
(China and Japan are the only nations in which Genetic Modification is legal IIRC)
Pretty sure some parents would wanna do it to make their daughter more marriageable as even if whites did become a minority people would still want their children to look attractive by Western Standards which was created largely by Caucasian people.
