Judging by the blue nose I'm gonna say this is almost certainly a really old bootleg Tony the Tiger mascot head. As in, from all the way back the 80s, back when his head was still a somewhat diamond shaped.

It's an image of pantomime actors in plays. This was before fake fur was able to be manufactured, so the costumes were made with real animal hides.

Furries didn't start to exist until the late 70's as an offshoot of the sci fi scene. Fursuits were uncommon until the early 2000's.

The difference between a fursuit and an animal costume is that the latter is for shows and acting performances, a completely normal thing while the former is for sex and egotism.
