Only technically. Like many things, it's a royal prerogative assumed by Parliament, so the monarch's role is entirely ceremonial. Life peers are functionally appointed by the Prime Minister, which is why so many of them end up being people who contributed money to an election campaign. The number of peers Elizabeth appointed by her own choice during her reign is probably less than a dozen.

As a student I lived in a terrace. Kebab shop on the end. They were done by environmental health multiple times for slaughter / illegal prepon premises and hygiene and the skips outside were full of offal of various types. Yes they buy meat in but they also butcher on premises. The rats spread through the entire street and were bold as brass. The kebab shop got a minor ticking off and carried on operating with impunity. I absolutely believe they disposed of her in the meat stream somehow. The local word (and I know Rotherham well) is that this is what happened. Nobody’s going to look too hard in a kebab shop waste bin
