I don't take care of Chris. I don't deal with him like that. The most interaction I have is meeting up with him at a convention or other things like that.

This is not about what I think is best for Chris, but how I believe the system will react.
After deinstitutionalization, having someone declared mentally incompetent became a huge expense. The state doesn't just ask "is this person an invalid?" but "first: can we afford another ward of the state? second: see first".
There's a lot here to pick apart. A lot of misunderstandings about the situation, because information is not always made public. I know that's annoying to hear, but basically: I'm very familiar with the situation and the people (including Rocky) involved. I'm still disappointed in Rocky's reaction. I don't think it was reasonable from her perspective, considering the people involved and what transpired.
I used to work for the state years ago handling disability claims and chasing fraud. The one thing I remember is that if you fuck with the money in any way that goes outside the parameters for what it’s used for (which is supposed to be basic necessities, rent, food, and some amenities) they will not hesitate to track you down and get authorities involved if needed. If no one else will help, I think the section “misuse of funds” could help.

This is not a waste issue. Chris' tugboat is an entitlement because Bob paid into the state, not welfare. Welfare (like SSI) is needs based, for poor people, and if you can afford to spend it on stupid bullshit, then you're probably not poor. But SSDI payouts are something you're owed, it's your money, so you can spend it how you please.
But yeah, no clue about the other stuff.
