I spoke with a personal friend who works for The Arc, who handles people like Chris with in-home care to keep them in good health, clean, and most importantly still able to live their own independent lives. They go on outings all the time with their clients, and it is a fairly reputable company.
My friend said the best thing we could do for Chris is to speak with Adult Protective Services and ask them what they would suggest at this point. I haven't seen them mentioned what so ever in this thread, so, it might be a possible lead. Here is my friend's own words:
"It clearly sounds like he’s an adult at risk of being influenced easily and taken advantage of. Contact APS and see what he’s options are to get support somehow. Maybe He does need to be in a home where he can be supported. I can’t say that for sure. But it sounds like he does need that. If there’s an investigation going on with the FBI I’m surprised that aps reports haven’t been filed. The reason these things happen is because they don’t have the support or someone telling it’s not okay. And sometimes they need that professional help. Chris sounds like someone who has been suffering and is being abused. That’s why someone needs to contact APS. Like now. He’s clearly being taken advantage of even by his family."
EDIT [Continued conversation w/ Friend]: "I would suggest they contact that chapter of the Arc. Even if that can’t put him in a home they will advocate for his rights"
