There is no roleplaying in Skyrim, plain and simple. That's the point, there is no roleplaying in Fallout 4 either, even if you try to become war vetaran dad or lawyer mom it is absolutely cringy to take any dialogue or quest seriously in such a badly written world. These are action games for console babies, and it doesn't matter how much volumetric fog can be rendered inside a dragon's asshole if that's all they will ever be. For all it's faults and how outdated it is now, Oblivion is still an RPG at the end of the day.

By this definition, COD is also a roleplaying game since you can choose if you're a sniper, a shotgunner, a knife rusher ect.

this is probably one of the biggest failings of more recent Bethesda games, being able to do all the faction quests on one character ruins replayability and the purpose of doing multiple runs when you can just have john everyman the ruler of everything

It's more a case of trying to cheap out on content, games like BG3 had a good amount of missable content but even one playthrough had you do most of the big beats. Another issue is that they are afraid of gating players because of potential backlash.
