You can 'game the welfare system' via college. The academic life is a life of leisure.
I know a guy getting his PhD in something theology related. I'm sure he's payed by his university to help teach classes (probably about $2k/m) and also payed by the church he works at. A typical week looks like meeting with random people from church and talking of them about life, and then handling some admin stuff for the church. If he gets paid by the university, then that $2k/m comes from 4 hours of work a week, giving a summary / having discussion of what the kids were taught in the previous lecture.
Many other people get paid a stipend for vague "research". They present a nuanced idea, and are paid to generally think about it.
