It wasn't. It was a generic buddy cop comedy with anthro animals and a weak as fuck analogy about the villain exploiting prejudice for her own advantages, as it has been done by all sorts of villains in fiction and especially kids media.
Just because the movie came out at the peak of the BLM madness, doesn't mean there was some higher plan. Stop it, Tony. Stop trying to make it sound as if kids movies are intellectually superior to other stuff, just because you have shit taste in entertainment yet at the same time want to drag everyone down to your level of intelligence

I thought they used Star Wars references even before Episode VII came out since they only focus on the original trilogy with things like "General Organa" being the exceptions.
