That would be a very Barb like thing to do.
Fattys spent his whole life hiding from the truth, he had to learn sooner or later and for his sake I hope it's sooner because he's running out of time.
He needs someone whose authority/honesty he can't deny to tell him the plain thruth about his life (Someone like a Gal-pal) to his face in a way he can't avoid.
The longer he clings to these sad little fantasies of his the harder it will be for him to recover.
He's already 30+ he can't wait forever.
I've always thought, in the context of the revelation (i.e. at the height of the reunion quest, et al.), Barb finally just said "None o' those gals was your 'gal pals', yer Father made a deal wit them und the principal to be yer friends and keep you from gettin' beat up too much. They was nice girls but they don't think about you no more.' because she was sick and tired of hearing him moan and sigh over his lost 'twu wuv' Kellie Andes and his high school bullshit. It seems like something she'd do to shut him up.

I don't believe that Barb wants Chris to have friends because that would loosen her grip on hip somewhat. The only reason I believe she tolerates Anna is because Anna lives far enough away that she's not a threat.

On a whim, I'd say she was assessing their possible future value. By being nice and invoking pity, she can see if they are going to be useful for her later on. If she was hostile, that wouldn't work...Although I have to largely agree with you here, she seemed cool with Catie and Al. Why was that different.

Does Barb even know who Anna is? She may have acknowledged her in an email from Chris that I didn't read, but I've always been under the impression that Barb knows nothing about what Chris does online other than get people to mail him weird things.

I suspect it's a combination of things. For one, I think Barb is insecure and afraid of being alone, and she knows that without Chris, she doesn't have anyone else in her life. (I have some sympathy with her here.)
Barb could, however, let Chris off the leash every once in awhile. Chris has pretty much said that he's at his mother's beck and call. There's really very little danger of him abandoning her (he's equally insecure and afraid of being alone) and he deserves to get out and have some opportunity the socialize. There have been a number of social opportunities where Chris could have gone out and enjoyed himself (maybe even made a friend or two) but Barb fucked it up for him.

Not that she doesn't also want to keep Chris close for selfish reasons. But I think she also wants to keep him close because she sees that as the best way to protect him.
