You don't understand, she got drunk and lost track of time on a weekend, she's clearly a raging alcoholic who abuses Kris. His room isn't empty because he's an underachiever, it's empty because Toriel just doesn't love him enough.

I think there's a lot of valid things you can pick up on that do genuinely show neglectful behavior from Toriel, but there's also a lot that people are also definitely reading way too much into.
Toriel didn't know about plans to go over to Noelle's, she just thought Kris and Susie were going to go back to her place after church—But then the weather was bad enough to the point that she cancelled an indoor choir practice. Getting piss drunk and not knowing where your kid is during a storm? Yeah kinda neglectful.
Meanwhile I've seen people try to make an argument out of the shampoo bottles... As if Toriel doesn't need like ten times more shampoo from... Y'know... Being covered in fur?
The overall distinction that makes the discussion a bit tiresome sometimes is people not really being willing to look at things in shades of gray. Someone can be a well intentioned parent, but still ultimately be pretty neglectful.
I think why some of the discussion around it has been so hyperbolic is primarily a byproduct modern internet twitter/discourse brain where everything has to have some dramatic moral reason to feel one way or another. So people might just be getting tired of the "literal comic sans joke skeleton bangs your mom" bit but instead of just saying that everyone online has to make up some insane moral reason to dislike it.

Having obviously been spoiled on the Sans\Toriel dance(I’m still early in. Chapter 4), it’s really weird to see how weirdly angry people are at them both. Unless I’m missing some important context that’ll come up in chapter 4, I don’t really get what the problem is.
I found it a bit irresponsible of her to not care that Kris got home so late when not even 24 hours before someone had slashed the tires on her car, and that concerned her enough to call Undyne.

My distaste* for the Toriel/Sans thing isn’t rooted in any grandstanding about parental negligence, I just think she’s a cunt who lost track of time. It was safe for her to assume that Kris would be off with Susie somewhere.
* “Distaste” doesn’t mean “I wish this wasn’t in the game”. I think it takes the story in an interesting direction.

I guess my main source of hesitance is it's less a theory about the game, and more analyzing Toby as a creator based off of his behavior from the perspective of someone that makes a living off of their writing.

I think getting hammered off box wine while hanging out with a random dude and completely forgetting that your kid still hasn't come home for like 6 hours during a severe storm that shut down most of the town is what most people would consider neglectful behavior. Shit, just the night before someone slashed her car tires while she was home and she didn't even bother to call Kris and tell him that her plans had changed once the sun went down a single day later. She also didn't think to call Carol about Kris staying over either because then she'd know that Kris and Susie left in a huff and vanished hours ago too.
You can say that's reading too much into it but that's literally what happens, and it's not like it's presented very positively in the game itself.
I, on the other hand, think Toriel is an awful person just because she took the house and kids from the glorious king that is Asgore.
