IIRC they later built an identical set for the 1956 version of the movie, which I believe is still around in Morocco. Jeremy Clarkson and crew raced around it in Grand Tour. I think it's more likely it was built fairly cheaply while maintaining appearance necessary for quality of cameras back then, lack of union requirements probably helped a chunk too.
