I just started building my first army and was able to talk 3 of my DnD friends to come over with me. I'm going necron and I think they're going ork, grey knight, and thousand sons. I was able to find all the codices .pdf's on russian websites, but had to buy the core rule book. I figured out that balance changes are made through periodic book releases and the dataslate, but is there a free way to stay updated on those rules? I'd like to be up to date but I'm not dropping $50 on a book every few months.

Edit- What's the etiquette with using 3d printed proxies in public games? Most of them look like shit, but I was able to print a pretty decent looking ghost ark and I'm not sure if it's frowned upon if I go to my local gamestore to play a stranger.
Probably depends on the person, but I've heard tales of people using soda cans to proxy drop pods in casual games, so I feel like showing up with a 3D printed model would get you some points in that regard. I'd just ask them if they're fine with you using proxies.

In other news, a new article regarding Chaos Cultists came out:
They’ve got a bunch of tricks up their power armoured sleeves, including the Cult Leader Warlord Trait – for those who want to turn their expendable pawns into highly-trained expendable pawns.

FINALLY! This is something that Alpha Legion players have been asking for.
Their cultists should be better trained that, say, a Word Bearer cultist.
Now, my question is if this trait can affect the Traitor Guards as well?

There’s no rules update every few months. GW releases a new edition in which the core rules are free but stuff like matched play and narrative rules are found in the core rulebook. Codexes are updated once to the next edition. They’ll come out with mission packs and new narrative rules for specific war zones but those aren’t required. Wahapedia usually has updated rules and missions.

Any balance changes, faq/errata, points changes will be downloadable for free on the Warhammer Community website.

Just ask the prospective opponent beforehand. Some may be cool with it while others may not. It's a matter of breaking immersion that's similar to wanting to play with unpainted models or having visible weapons count as something else, and some players will care about that immersive experience more than others.

Playing at official GW/Warhammer stores (and tournaments) is another matter. Whole proxies aren't acceptable, but when it comes to 3D-printed customizations on core GW models (headswaps, etc.), the official policy is that it's okay as long as you designed the custom parts yourself. A store manager might be more laxed if you got the designs from somebody else as long as you don't draw attention to it.

So. People noticed something in the Horus Heresy rulebook. An inclusion that is the most beautiful thing I've seen in forever, and is enough to make me almost want to buy the damned boxed set just for fun.

Female Space Marines are now forever, explicitly, not-cannon. It would take a very SPECIFIC retcon to undo this at any time in the future. Sigmarxism and Feminist 40k are losing their shit over it, because they've been trying to wedge Female Space Marines into the lore for oh, about a decade now, ever since they started performing Entryism into the hobby. The hook being that GW never EXPLICITLY said that Female Space Marines weren't allowed, not EXPLICITLY, in MODERN LORE... And now GW has. Explicitly.

Space Marines are male. They can only be male. Most men cannot survive the process, and absolutely no women can.

Bell of Lost Souls and Spikeybits, too. Unless they ignore it in lieu of pretending it never happened, or instead use it to put pressure on GW to "fix the transphobic shit that was snuck into the HH book."

Surprised Arch hasn't covered it.

I can already imagine it, long enough to get a mid roll ad (what's that like 8 minutes these days?) and consistent of him smugly talking into the camera for a while and not saying much.

And really what can you say? It's been in the lore for decades now, they just made it slightly more explicit (but I can't imagine that it hasn't been said in novels).

I haven’t seen dick about it on any of those sites or the subreddits. I know the 40K lore subreddit banned discussion of female space marines years ago so even the subreddit that would be talking about lore can’t address it.

People just don’t care about it. If you want your marines to be women, you’ll give them female heads no matter what the lore says. GW will always be happy to take your money.

This article revealed a bit more from the Chaos Space Marine Codex:
Dakka Dakka has covered a bit of the leaks (since Bolter and Chainsword is under maintenance) and a user pointed some thing out about the Let the Galaxy Burn ability:
Should be a note you can't take two flamers in a standard CSM squad
Also among the leaks are a few of the datasheets.
Some curious notes:
The Daemon Prince datasheet uses the image of the current model of the DP instead of the new one coming out soon:

Also, it should be noted that the Warp Bolter is missing as an option for the DP even though the new model has one on the sprue!
I expect this to be FAQ'd.
Another curious note is the lack of datasheets for the Blooded traitor guardsmen.
Some people are suggesting they'll get the same treatment as the Sisters of Battle Novitiates Kill Team.
I haven't seen any leaks of the Chaos Lord datasheet to confirm the removal of the Jump Pack option.
But, the Chosen datasheet was leaked and the options are ass (just as ClockworkChris leaked earlier):
