Kinda sorta. All the main factions have several major sub-factions which have usually come with their own special rules (dynasties for the Necrons, hive fleets for Tyranids, regiments for the Guard, etc.) but the Space Marines always get the most attention because they're the poster boys. The nine First Founding chapters usually get a codex supplement of their own in each edition, and other notable chapters (mainly the Black Templars) have also gotten dedicated supplements with bespoke rules and so forth. That said, 10th edition seems to be moving away from the idea of distinct sub-faction rules in favor of generalized detachments like we've seen in the Tyranid and Marine codexes and the previews for AdMech and Necrons, but we'll see how that goes.Also do other races have this much sub-faction depth?
As for your Blood Angels box, you should be able to paint them in whatever chapter colors you like, unless it contains a unit that is specific to them and their successors, like a Furioso Dreadnought or Baal Predator.
