The thing it comes down to to me is just, “Why should someone cater to the tastes of people who don’t like the stuff in the first place, and aren’t the target audience?”
Let’s be real, the target audience for 40k is male nerds. That is where pretty much all the money comes from. That’s also why things like romantic comedies don’t market to men, that’s not the audience for them. I don’t go to shojo BL manga and ask for more guns and tits, it’s just not for me.
And I’d argue that 40k has many strong women in the lore and canon. The Sisters of Battle are the obvious example, but a fair amount of important Inquisitors and saints and the like were women. But what they want are women Space Marines.
You can just, make your own homebrew space marines. Paint your own kill squad of ladies in armor, no ones stopping you. People have been home brewing chapters forever, that’s part of the fun of painting your own things.
They could, but they could also just take your space marines and force diversity on them.
