The thing it comes down to to me is just, “Why should someone cater to the tastes of people who don’t like the stuff in the first place, and aren’t the target audience?”
Let’s be real, the target audience for 40k is male nerds. That is where pretty much all the money comes from. That’s also why things like romantic comedies don’t market to men, that’s not the audience for them. I don’t go to shojo BL manga and ask for more guns and tits, it’s just not for me.
And I’d argue that 40k has many strong women in the lore and canon. The Sisters of Battle are the obvious example, but a fair amount of important Inquisitors and saints and the like were women. But what they want are women Space Marines.
You can just, make your own homebrew space marines. Paint your own kill squad of ladies in armor, no ones stopping you. People have been home brewing chapters forever, that’s part of the fun of painting your own things.

They could, but they could also just take your space marines and force diversity on them.

Im somewhat skeptical that they would rock the boat too hard, say what you will but warhammer's core fanbase that sinks the most sheckles into the hobby are the least PC of people in my opinion. fuck most imperial guard players are basically tankies that won't commit to table top games like bolt action. That said GW has made a move to diversify the image of age of Sigmar recently, since theres plenty more variety in ethnicity and gender with the models compared to the old fantasy battles line.

Time will only tell but honestly im kinda remaining hopeful that they won't bend the knee, for me personally the pricing is the fucking issue of late which is why I buy generic dnd miniaures instead these days.

There's a lot of that stuff going on, especially the Tech Priests and other gadget obsessed groups, but on the most part the population are old fashioned disposable meat people, and only get bionics if they lose a body part, have proven sufficiently useful, and there's bionics available. Sort of like Rimworld in that respect actually.

There's plenty of fem representation in 40k -- Sisters of Battle and female IG units for the Imperium, plus female Eldar and Dark Eldar take the field as well. But one of the big angles in the 40k-verse is that people die. Lots of people. Whole populations' worth. And that's normal. There is rarely any chance to stand out before the universe grinds you under its heel.

In any case, we need to route these dangerhair types towards Chaos and Dark Eldar. They'll fit right in.

You're not going to get them painting, or modelling, and probably not even playing. They don't care about the hobby itself, only its representation. Give them female Space Marines, they'll want female/gay Orks. Give them female/gay Orks, they'll keep going down the list until they find something that counts as wrongthink to them, or they'll make something up. Like how there's too much violence and it needs to be toned down, or how Khorne's blood obsession is frighteningly misogynistic because of menstruation.
