This man is so light skinned he could pass for white based on skin color purely, his eyes are hazel/green which is highly prized among mixed people, and he has the “right” type of black hair (with ringlets), and he’s an aberration.

That coloring and those features could be shockingly attractive, or like the Missing Link here.
Think his dad is a record label exec or something.
 
Marc Almond hasn't aged well, and I swear he looked like how Justin Berfield looked as a teenager.

Fair enough. I'll make it up for it.

Allow me to introduce the concept of "The Innsmouth Look."

For those unawares, the Innsmouth Look comes from H. P. Lovecraft (noted weird-looking man) story The Shadow Over Innsmouth. Without spoiling it (because it is a great story, and yes I care about spoilers for a nearly 100-year-old pulp novella), the Innsmouth folk are pretty strange looking. Lovecraft describes one such individual thusly,

"He had a narrow head, bulging, watery blue eyes that seemed never to wink, a flat nose, a receding forehead and chin, and singularly undeveloped ears. His long, thick lip and coarse-pored, greyish cheeks seemed almost beardless except for some sparse yellow hairs that straggled and curled in irregular patches..."

I tend to focus on the bulging, blue eyes and flat nose. This is a pretty well-circulated depiction of the Look:

The most obvious example of someone who fits the Innsmouth Look is objectively strange-looking character actor man Steve Buscemi.

Buscemi and a few other people (especially Zuckerberg and Musk) that fit this description have already been posted here. Funnily enough, I also found an old blog post where a guy asked his Facebook group which celebrities they thought had the Innsmouth Look. I disagree with some of them, but there's a couple on there that fit.

For some reason, I find it very entertaining to find individuals that have the Look. It's like a Jewdar but more fun. What celebs and other people do you think have the Look?

I'm pretty sure the Innsmouth look is caused by hyperthyroidism.
This is what hyperthyroidism did to Wendy Williams. It causes the eyes to bulge out and it can become difficult to close the eyes. It can also cause hair-loss and pallor just as Lovecraft describes.
