Yea Dragon Ball wasn't too bad
Honestly if I were trying to think of "good" anime I would probably list a bunch of 80s-90s OVAs and theatrical films before a million-episodes-long TV series.
Or the work of Osamu Tezuka, but there's a weird nuance... anime based on his work tend to suck (though I recall liking the 1980s Astro Boy), his anime-original stuff tends to be unremarkable, but his manga (especially in the 70s and 80s) tend to not read like "normal" manga and thus aren't really representative. Guy is like, on a completely different playing field.
Anyway I can understand "anime sucks" feelings these days. It used to seem special back when most of the garbage stayed in Japan, but now we get literally everything they shit out and most of it really is just oversaturated garbage, that makes it easy to be cynical.
The anime I personally hold up as "the good shit" are Ranma 1/2, Neon Genesis Evangelion, Detective Conan (although I do feel it needs to hurry up and end soon), 3x3 Eyes, The Slayers, the aforementioned 1980s Astro Boy, Robotech, Lily CAT, GoShogun the Time Etranger (but not necessarily the TV series its based on--this movie is fine stand-alone), the first Gall Force movie, and the Street Fighter II anime movie.
oh, and Speed Racer. I don't care what anyone says.

Since we're on an anime-vs-western-animation kick, honestly.... I feel like anime has a far higher batting average. In fact in the 1990s I turned towards anime specifically because I hated how Western Animation (or more specifically American animation) was going.
It's kinda weird for me, when I read this topic and I see people talk about how stuff like Ed Edd n Eddy and the early seasons of Spongebob were apparently some sort of high point, because to me they were the kind of shit I hated and which was turning me towards Japan. More specifically I liked that Japan could still be dramatic, while America was tending towards self-aware comedy (yes, this was a thing even in the late 1990s)... not to mention un-pleasing animation styles, gross-out humor (I have a weak stomach so I can't stand gross-out jokes just on principle), and annoying unlikable characters.
If we were talking strictly about the 1980s or the early-to-mid 1990s, then yeah I'd say Western is Better. But we're not, we're including the late 1990s, the 2000s, and the 2010s (and possibly even the 70s and 60s). Yeah, no, anime wins by a mile under those conditions.
