Nope, those are what the townspeople inside the giant spiral building have turned into under the influence of the spiral. They kept telling the protagonists that they couldn't come inside, and this was why. The cannibal snail people are still at large.

It's a slow burn, it starts off with just weird poetic justice stories with a spiral motif, but the endgame is the most disturbing apocalypse of body horror I've ever seen, and I'm a big horror nerd. Junji Ito, the guy who wrote it, is a master. He's mostly known for Tomie but he's done way better stuff like Uzumaki, and The Enigma of Amigara Fault (which is shorter and less shocking than Uzumaki, but will haunt you long after you finish it). I highly recommend his stuff (I did name myself after it).
