As a bearded Scotsman I say kilts are cool but I concur that Americans shouldn't wear them.

There's nothing like a cool breeze around your baws while everyone wearing a suit to the wedding suffers in the summer heat.

I don't know (I'm Soviet Russian and I lack the cultural context) but probably yes. A cowboy hat is American and it's an item of clothing that is still being used for its primary purpose (shielding your head from the sun) if you're not currently herding cattle or don't herd cattle at all.

Wearing a tank crew helmet, a welding mask, thigh-high swamp wading boots, or a hazmat suit while not being in a tank / work site / river or swamp / San Francisco would not be ok.

They must be herding cattle. Not only that but they must be doing it in a traditional way, not on an ATV or some bullshit. Otherwise they should wear a proper sun hat which allows air flow and is not faddish.

A cowboy hat worn at any other time marks one as either a dude-ranch poseur or a Mexican laborer.
 
In Scotland, men do wear kilts for events provided they belong to a clan. If you don't belong to a clan then you don't have a kilt to wear. They usually only wear it for special occasions like weddings, birthdays, graduation ceremony. From what I understand, having a kilt to wear is a bit of a flex in Scotland because it shows you're a true Scotsman and you have roots in the historical families of Scotland. Each Clan has a different tartan and a kilt must have the exact tartan pattern of the clan you belong to. So you wouldn't just wear a kilt, there is a specific kilt for each person and you wouldn't want to wear the kilt of a Clan you're not a part off.
Aside, some military units wear kilts in special regiments even if they are not Scots and there are also international tartans that have no specific meanings
Wearing it outside of Scotland could be weird but if you are in an area with strong Celtics heritage and people know you're a Scotsman I think it's ok.

Yes, please God wear the fucking cowboy hat. In fact you can wear what ever you want that comes from America just so long as you stop wearing a fucking skirt and put on some pants. "Oh but the breeze and wind on my balls feels so goo- shut the fuck up. I have massive balls but even I'm able to figure out how to fit them in a pair of slacks and operate an A/C.

Unless you have a legitimate reason to wear one, you shouldn't even think about it.

See, you notice how they always promote kilts with these Kerry King ass meat head bald biker motherfuckers, because they have to dial up the mascularity to compensate for the fact it's a fucking skirt. It's a dude in a skirt.

If it's tartan, and you're wearing it for a wedding or some shit, or you are in the Royal Scots Fusiliers dressed up for parade, then it's fine. But that's just about the only time. There is no situation, not one, in which an American can wear a kilt.

Erhm, akshully, Tartan's representing specific surnames or clans is a Romantic era creation. Though tartan patterns and colors were highly localized by local weaving patterns and dye availability, which could often indicate clan(s)/familial belonging.

As a kilt wearer, you need to pick your moment. I wear my kilt to weddings, really formal events, but not funerals.

If you're not wearing a sporran, that's a skirt.
If it's not tartan, that's a skirt.

Women will try to lift your kilt. It's a fucking pain, but apparently you become an acceptable target for groping and general sexual harassment.
