The more requirements you have the fewer places are going to check all the boxes. If you just want to get away from nigs and spics, basically anywhere rural works. I am in rural Minnesota and only see a darkie when I have to go to the city for something. Also, you need to have enough capital to go somewhere that's too expensive for them. If you go somewhere that's just dirt poor rural it's only a matter of time before they start moving in (if they're not already there).
So really it's just a question about how many other requirements you have. These requirements and their priorities are going to be different for everyone so it's hard to just recommend a single spot for every white person. Start with red states and look into each one's laws regarding things you want like gun rights, castle doctrine, etc. I've settled on either Utah, Missouri, or Alabama, but you're going to have to do your own research.
 
What are the best cities to live in the South? I'm considering the Carolinas. Some of the cities look really nice on the surface but they have some rough hoods.

You're not going to find a 90%+ white city in America within your budget anymore, those days have been gone for some time now. What you should be looking for is smaller suburban census districts that are at least 90% white, a little over the typical suburb average of 85% white.

Maybe Alberta. As I understand, it's one of the more conservative areas along the southern border. Either there, or go rural.
I would also suggest that you consider crossing to the US since our government isn't yet actively shipping infinity pajeets into every orifice of every state and you might be able to afford some sort of shelter.

West Alberta. Reasonable government, killer mountains. BC is becoming like Washington due to leftist governance. Southern Alberta will seem warmer to you, though the winters will be longer. I've lived at the latitude of Edmonton and even further north, and I tell you, Toronto winter was, at its coldest, colder than I ever experienced here, thanks to the high humidity, high winds, and lack of mountains to mitigate the winds from down off the Shield.

Yeah, I was thinking of moving down there, are any specific places nice to live in?

Transport routes (rivers and mountain passes), or agricultural land. You have the option of working the transport routes, or raiding them.
Look where people lived 500 years ago, they'll most likely be there in 500 more.

"Cheap to live" is an euphemism for "too many niggers." That's why the cheapest places to live are Memphis and St Louis. You have to pay a premium to live around whites. Your options are New England or the Midwest. I'd recommend New Hampshire. Or buy a gun.
