Alright, as someone who has been actively learning Japanese for about 8 years now, let me settle this dispute. In Japanese, loli and lolikko both mean "little girl" and lolicon means "pedophile" or more specifically "someone who is attracted to little girls". There is no ambiguity about this in Japanese like there is in English. This holds true regardless of if the little girl in question is real or a cartoon, regardless of whether the little girl is being sexualized or not, and regardless of if the girl is underage or really 900 years old. You will see people saying things like "loli hakken" (little girl discovered) when a litte girl appears on screen on a livestream and when people deny being pedophiles they say "ore wa lolicon ja nai" (I am not a pedophile).
And yes, same thing goes for shota and shotacon. Just switch out the word "girl" for "boy". Seriously, I have heard the words "Who's that shota?" come out of the mouths of more than one Japanese youtuber in different contexts, including Okayu and Korone.
