All of that sums up to China being a dystopian hellhole and an absolute shit state to be in, but failed? They're not failing, they achieved remarkable stability for a rather oppressive state. As sad as it is, it's not failing or on the verge of being replaced by something else. It's stable and here to stay. Even though it might adopt more liberal policies and reforms in the future, the ruling party will stay in power and its economic growth will continue for quite a bit.

You can not acquire the entire population of another nation with a proxy war, a necessity to resolve the population collapse.
None of the population groups that need pacifying or distracting would be pacified or distracted by a proxy war, a necessity to keep China stable enough to weather the building turmoil.
A national economy can not be propped up by someone else waging war on your behalf, on your dime, a necessity to avoid the collapse of Chinese industry and hospital system as the population of people too old to work but still needing care keeps growing.

People easily forget that the current Chinese government wasn't formed till around 1949. The government is less than 100 years old, and if you look into the actual history of China it's incredibly complex and honestly very unstable. So when you ask why it's currently a failed state, it's because they are learning lessons fast and hard with less than 100 years maturity. Think of how retarded you are, and apply it to a government.

Now are they actually a failed state? According to GDP, China is #2. Wow such a failed state. It's easy as a westerner to sit there and pick at all the issues of China (which there are many) but you can't ignore their power. Not only are they #2 GDP, they are slowly (through IP theft) pushing technology boundaries. Yes they are basically a surveillance state and complete shit hole, but they are very invested in technology overall.

So to call them a failed state is ignorance. They are a bunch of gutter broth slurping fucks but thats the problem, they are okay with that. The Chinese will literally go to the lowest level of operating if it means they win over western countries.

The only sensible definition of a failed state is one which lacks a functional government: as in, a government which can neither maintain it's authority, nor protect the interests of the people it is meant to serve. China may be an authoritarian dictatorship, but it is not failing to act as it intends to, and is thus not a failed state. If anything, the Chinese government is probably more successfully achieving it's aims than most Western governments are currently.

China being authoritarian and unpleasant doesn't make it a failed state unless you start from the premise that it got like that accidentally. I make no defense of many of the Chinese government's actions, and I certainly wouldn't wish to live under it, but you can't say that the Chinese state isn't acting as intended or achieving the aims it's setting out for itself. In purely material terms, it has demonstrably been very successful.
