For one, California is not doing him any favors with the high costs of living and housing. Since he is fucking homeless anyway and is on federal SSDI (assumingly direct deposited to a bank account), he can go anywhere right now and keep his autism money. It isn't hard in a lot of areas of the country to find a decent home for 25k and end up with mortgage payments under 150 per month, especially if you watch for foreclosure deals.

I think the biggest problem for him is that he wants to live in the super cosmopolitan areas of California and Oregon where the cost of living is significantly higher.

For example the average rent for an apartment in Downtown Los Angeles is 2,300 a month for a decent sized 1 bed room (this is offset by the tons of high-paying employment opportunities in the Downtown area), while an apartment in the "gay-friendly" areas of West Hollywood and Silver Lake would be 500$ or 800$ more than Downtown (with less employment opportunities since these areas are very residential).

Now if you're smart about it you can find a decent apartment in Koreatown or Long Beach for around 700$-1000$ a month but this would require you to live in areas while not hostile to LGBT people I would imagine would not put up with ADF's bullshit. Simply put the liberal, trans-friendly areas that ADF wishes to live in will be forever out of his reach due to his unemployable nature (his tattoos, his attitude, lack of hygene, and his sketchy work history) and more than likely he'll either stay homeless or live in a really bad neighborhood.

I don't think so. It doesn't get very cold here in Portland, or in sf either. And even when she was sleeping outside in philly and it would get below freezing she would still rather freeze than sleep in a cis dude bro(tm) shelter. Literally, she was admitted to the hospital a couple times with hypothermia. So there's a serious logical disconnect happening there. But we already knew that.
