I think this is a big part of it. On top of that girls are encouraged to put up with unwanted attention and consider it flattering (thankfully this is changing), people in general in most cultures are taught to not make a scene, and not react with violence when threatened with violence. You’ll hear it stated very often; rape is about power, about showing dominance, about putting women in their place, et cetera, like there’s some secret society out there of men who rape women to keep them in line, like Keisuke Iwasaki from Rapeman or something. If you survey rapists and ask them why they rape, the weird sadistic dom guys who just want to smush and spank a woman are a teeny tiny minority of all rapists. This is not even an exaggeration. I mean this literally. 9% of rapists are actively hostile toward women, and the other 91% don’t even think of women as people at all and just see a hole to fuck.
