The big scandal with Billy cheating came after he had already achieved those Donkey hi-scores and was caught using MAME in the early 2000s while claiming it was from a real cabinet. There's also Twin Galaxies making sure that Billy was on top of the Pac-Man leaderboard and Donkey Kong while discrediting anyone else who had passed his hi-scores. Even though Billy was good at those games, his ego couldn't handle other people being better than him and since he was also a founder/member of Twin Galaxies, he used his position to make sure that he was always on top.
I think it had more to do with his promotional personal appearances grift requiring him to be the current record holder. That was the draw. Nobody goes to see a previous record holder give motivational speeches. Nobody buys losers like Karl Jobst's hot sauce. I only consume record holder hot sauce.
