Isn't that hand-over-mouth while speaking like some kind of SJW gang sign? He has done it before and i think it's meant to signify that he's being oppressed or some other bullshit.

IIRC, the rule is that they can't turn away emergency patients. Non-emergency is fine to get bounced, and what constitutes an emergency has some specific criteria under EMTLA. Of particular note is that they have to stabilize you, not fix you up completely. It's also in the hospitals best fiscal interest to do the bare minimum necessary to fulfill this obligation, and they're notorious for cutting corners to minimize money spent on freebies.
Problem with the homeless population is that most of them are well past saving by the time they're considered "emergency".
It's kind of sad, but Phil is pretty fucked if he gets any kind of chronic illness, because it won't be addressed until it's life-threatening. I strongly doubt he's got NF, but things like diabetes and heart disease are no less dangerous to someone in his position.

He hasn't brushed them in years and coupled with diabetes, which can fuck your mouth up, he's going from rat man to adult baby.
Tbf, he already has the attitude for adult baby down.

He'd probably be better off without those rat teeth anyway. He'd at least look like a normal toothless degenerate bum without them, instead of like a human/rodent hybrid.

I just noticed that Phil looks like he has even less hair than Chris.

What's he going to do when he's got a huge fucking bald spot? Get it tattooed maybe? Start wearing a hat?
