The "it reduces severity" is an appeal to bias fallacy.This is why they have the “It reduces severity!” argument.
Classic motte-and-bailey IMO. When the transmission argument fails, then they fall back to the severity argument and argue from there.

>Man approaches me
>"It's very dangerous in the jungle, many tigers can kill you. For $100, I will sell you this rock that can protect you from tigers."
>Buy rock
> Go into jungle
> Get attacked by 3 tigers
> "I only got attacked by 3 tigers, if it weren't for this magic rock it could've been more."
