ok, first off, I definitely don't want to come off like a defender of beasto... but come on promoted posts in general DO really suck. Especially fucking advertorials from "legitimate news sites." As far as the free speech issue goes, I feel like Twitter allowing these people on their platform isn't entirely bad. Same with the MAPs/NO-MAP community. Personally, I don't really mind about promoted posts/ads. I've heard many times that if a service (such as Twitter) is free, then you are the target. Ads/promoted tweets do help offload server costs and it's unlikely that the ads are going to go away as long as they pay Twitter. On the other hand, I can see the other perspective, especially if the promoted content isn't something one would care about.
With the free speech issue, I don't think zoophiles/MAPs are ever going to get completely wiped out on Twitter. However, it's possible some of those accounts are satire/troll accounts.

Oh yeah, ads of some sort are at least better than coinminers or other more intrusive means of funding a site (that even some "legitimate publications" use). What more so gets on my nerves is the whole idea of advertorials in general. When I see a promoted ad from like New York Times or someone and it's disguised as a news story and you click on it and it's basically selling a profit. And yeah, it's so hard to tell troll/satire accounts from the real freaks and weirdos these days as Poe's law slowly becomes ever more merciless. That said, you could definitely see a huge spike in pro-pedo accounts after Tumblr very quietly purged the kiddly diddlers and cp-sharers that had been infesting the site. You always hear people talk about 4chan and 8chan being home to child porn, but no one ever mentions Tumblr, Resetera, Discord or, hell, the fact that child grooming is on the rise with something like 1 in 5 children being groomed or exploited and around 55%% of those incidents occurring on a Instagram and FB (that doesn't include the amount of grooming, procurement and sharing of CSEM on WhatsApp which shows up in DOJ's Project Safe Childhood multiple times a month).
Sigh... but yeah, no the government and media have much more important things to worry about I guess. I heard someone made a mean tweet and the Joker movie exists, for instance.
